New RO E-transport notification requirement

Starting from July 1, 2024, all international shipments with a goods value exceeding €2,500 that transit through Romania must be reported to the RO e-Transport system and obtain UIT/ITU codes.
This requirement applies not only to high fiscal risk goods but to all goods in general. The goal is to reduce tax evasion, close the VAT gap, and prevent illegal trade.

Who must notify the shipment?

The obligation to notify the shipment to the RO e-Transport system for the issuance of the UIT code lies with various parties involved in international goods transport in Romania, including:

  • the consignee indicated in the customs import declaration,
  • the exporter indicated in the customs export declaration,
  • the consignee in Romania for intra-EU acquisitions, and
    the supplier in Romania for domestic transactions or intra-EU deliveries.

Data required for the issuance of the UIT/ITU code

To obtain the UIT/ITU code, the following information is required: details of the consignor and consignee, characteristics of the goods, loading and unloading locations, and details of the means of transport.

Timeframe for UIT code issuance

The ITU code can be requested up to 3 calendar days before the identified transport start date and is valid for 5 calendar days from the transport date recorded in the system.

What happens if the UIT code expires?

If the UIT code expires, customs authorities may block the shipment or require additional checks. This could lead to penalties, delays in the customs clearance process, and additional costs.

Subcontracting (toll manufacturing) and UIT code

If you carry out toll manufacturing in Romania involving the import of goods from EU countries, you are required to issue the UIT code. However, there are some exceptions for goods under temporary import.

What happens if a truck has multiple shipments and only one lacks a UIT code?

In the case of a truck carrying multiple shipments where only one lacks the UIT code, Romanian authorities should not automatically block the entire truck. However, the shipment without the UIT code may be subject to additional checks and could affect the others.
